While there are no federal laws forcing people to recycle bulbs, the city of Rochester is already doing its part to safely dispose of them. All of its light fixtures have florescent light bulbs. There has been a big push in recent years by the EPA to use fluorescent light bulbs in homes and businesses. Now, the city puts its office energy-efficient light bulbs in the regular trash, but it is moving to recycle them soon.
